Sarah Mills

Sarah Mills is a global commercial leader in digital infrastructure, with a career spent building and running the commercial engines behind connectivity and compute assets.

She has led global wholesale and revenue functions at scale, most recently as Managing Director, Global Wholesale at Telstra International, and previously as Chief Revenue Officer at Neos Networks where she built the investment case that underpinned the company’s private-equity backing and then built its revenue function from the ground up against a multi-year value-creation plan.

Her expertise spans the full commercial lifecycle of digital infrastructure assets: subsea cable systems, terrestrial fibre, IRUs and wavelengths, network-as-a-service, cable landing stations and datacentre capacity. She has structured and negotiated at every level of the stack — pricing and deal architecture, hyperscaler and carrier commercial relationships, end-to-end governance, and the operating models that turn infrastructure into recurring revenue.

Across Telstra, Neos Networks and Telefónica, Sarah has stood up Strategic Alliances functions from scratch, building a global portfolio of more than 200 partners and strategic alliances.

Sarah holds an LLB from University College London and an MBA Essentials from the London School of Economics. She was named a Capacity Global Top 100 Executive in 2023 and 2024, and one of the Top 20 Most Influential Women in Telecoms in 2025. She is a member of the Global Leaders’ Forum and is based in Singapore.
